$7,000 on $60,000 is the rate you pay; your top band is far higher
Effective rate divides total tax by total income: $7,000 on $60,000 is 11.67%. Someone in that position will usually describe themselves as "in the 22% bracket", and both statements are true. The bracket applies only to the slice of income above its threshold; the effective rate averages across every slice, including the untaxed allowance at the bottom.
The gap is structural and always in the same direction. Under any progressive system the effective rate sits below the marginal rate, and the difference widens the more of your income sits in lower bands. Quoting a bracket as though it were what you pay overstates the burden substantially, which is why the two figures should never be used interchangeably.
Different deductions, same income, and only this figure shows the difference
Two people earning $60,000 can pay very different amounts once pension contributions, mortgage interest, dependants and credits are taken into account. Their marginal rate may be identical while their effective rates differ by several points, and the effective rate is the only one that captures it.
It is also the right basis for comparing years. A year with a large one-off deduction shows a lower effective rate even at an unchanged salary, and tracking the figure across years is the fastest way to see whether your tax position is drifting — usually upward, as allowances stay fixed while income rises.
Gross, adjusted gross or taxable income give three different rates
The denominator is a choice, and published effective rates are rarely explicit about it. Dividing by gross income gives the lowest figure; dividing by taxable income, after every deduction, gives the highest. The same taxpayer can honestly be described at 11.67% or at 15% depending which is used.
For personal comparison, gross income is the most meaningful denominator, because it is the money that actually arrived. For comparing against published statistics, check which basis they used — analyses of "effective tax rates" across income groups frequently differ on exactly this point, and the disagreement explains much of the gap between competing claims.
Payroll tax, sales tax, and everything not on the return
Income tax is one of several. Payroll or national insurance contributions often take a larger share of a moderate salary than income tax does, and are typically excluded from an income-tax effective rate. Adding them can double the figure for someone on average earnings.
Consumption taxes are outside it entirely, and they fall more heavily on lower incomes as a share of what is earned. An effective rate computed from an income tax return describes one tax, not a household\u2019s total tax burden, and the two can point in different directions across the income distribution.
